New to us Savage, any thoughts?

Hello everyone, I just sold my wife's 99 Rebel and bought her a 97 Savage. Pretty clean bike with 1900 miles on it. The bone-head before us thought it would sound cool by cutting (or chewing) the baffles out of the exhaust. Well to give an idea of sound.... an old lawnmower with wore out plugs. I have ordered a Jardine replacement slip on. She will not be hard riding. Mostly in town crusing (beside me on my 02 1100 Sabre). I keep seeing references to the "white spacer". will this need removed? I am somewhat mechanically inclined, I did rejet my 02 Sabre already after adding decent pipes. Right now the bike backfires ALOT! I mean ALOT. I expect this to be reduced when I get a decent set of pipes. The bike also seems to have the classic shift problem between 4th and 5th. The wife will probably rarely see 5th. I rode the bike now for just over 80 miles the first day.

1) remove or not the "white spacer" (I will be adding Jardine slip on)

1b) backfire reduced with new pipe or with "white spacer" removed?

2) synthetic oil help the shift problem?
